Why USDA Manufactured Home Property Requirements Matter in Florida
USDA loans offer eligible homebuyers the benefit of 100% financing, making them one of the most powerful loan options for affordable homeownership in eligible rural areas.
However, USDA manufactured home financing comes with specific property standards which include the following”
1. HUD Data Plate and HUD Certification Labels are key USDA Manufactured Home Requirements
Every USDA-eligible manufactured home must have both a HUD Data Plate and a HUD Certification Label.![]()
HUD Data Plates will be found inside the home and generally located in the kitchen, laundry, master bedroom, or other location.
“The Data Plate is a paper label affixed inside the home and is the size of a standard sheet of paper (8 ½” x 11”). The Data Plate can be found in a kitchen cabinet, an electrical panel, or a bedroom closet. The Data Plate has maps of the United States to inform the owner of the Wind Zone, Snow Load, and Roof Load of the home.”
HUD Certification Label(s) are commonly referred to as HUD Tag(s).
The Certification Label is a metal plate that is affixed to the outside of the manufactured home.
“The label shall be approximately 2 in. by 4 in. in size and shall be permanently attached to the manufactured home by means of 4 blind rivets, drive screws, or other means that render it difficult to remove without defacing it. It shall be etched on 0.32 in. thick aluminum plate. The label number shall be etched or stamped with a 3 letter designation which identifies the production inspection primary inspection agency and which the Secretary shall assign. Each label shall be marked with a 6 digit number which the label supplier shall furnish. The labels shall be stamped with numbers sequentially.”
Important: If the HUD tag is missing, the home may still be eligible if an IBTS verification letter is obtained from the Institute for Building Technology and Safety confirming the HUD label and compliance data.
Pursuant to HUD.gov: “You may request a Letter of Label Verification from the Institute for Building Technology and Safety (IBTS). You may also contact IBTS’ Label Department by phone at (866) 482-8868 or e-mail at labels@ibts.org.”
2. USDA Manufactured Home Age Limits
One of the most misunderstood USDA manufactured home guidelines is the age limit.
For USDA manufactured home financing, the manufactured date must be within 20 years at the time of closing.
There are no exceptions to this rule. so make sure to reference the manufactured date on the HUD Data Plate mentioned above.
3. Minimum Square Footage Requirement
USDA manufactured homes must also meet minimum size requirements. However, guidelines are extremely flexible with this requirement. The manufactured home must contain a floor area of at least 400 square feet.
Remember, singlewides and doublewides are both eligible for USDA manufactured home loans so long as they meet the square footage requirement.
4. USDA Manufactured Home Loan Permanent Foundation Requirements
USDA guidelines require that the manufactured home must be installed on a permanent foundation that meets applicable HUD and USDA requirements.
USDA follows FHA foundation requirements and HUD installation standards as found in the “Permanent Foundation Guide for Manufactured Housing” (HUD-4930.3G) which are documented through a foundation inspection and certification.
5. Will USDA allow a manufactured home that was previously moved?
NO – USDA will not permit financing for a manufactured home that was previously installed on a different site.
This is consistent with FHA and Conventional guidelines as well. However, VA loans will permit manufactured homes that have been previously installed at a different location. As a VA approved lender, our team at Metroplex can help with this scenario so please call to discuss your qualifying questions.
6. Common USDA Manufactured Home Deal Killers
Many USDA manufactured home files run into problems because property eligibility was not reviewed early enough.
Common issues include:
- Missing HUD tags without acceptable IBTS documentation
- The home is older than USDA allows
- The home is not permanently affixed to the land
- Additions or structural modifications were not properly documented
- The property is not located in an eligible USDA area
Florida USDA Manufactured Home Strategy for Realtors and Buyers
In Florida, the biggest challenge with USDA manufactured home financing is misinformation and lack of preparation.
Before writing an offer, Realtors and buyers should confirm:
- The HUD tags are present or IBTS documentation is available
- The manufacture date meets USDA requirements
- The home is permanently affixed to the land
- The home and land are classified as real property
- The property is located in an eligible USDA area
Taking these steps upfront can help avoid late-stage underwriting problems and prevent unnecessary contract delays.
Final Takeaway
USDA manufactured home financing can be a powerful option for eligible Florida homebuyers, especially because it offers the possibility of no down payment financing.
However, manufactured homes must meet USDA property requirements involving HUD compliance, age limits, square footage, foundation standards, and more.
